Ukraine's prerequisite of withdrawal from the political impasse is the creation of a permanent mechanism for controlling the activities of the authorities. The cause of the arising socio-political crisis and mass protests of the people is the lack of real opportunities to control the power and apply sanctions in case of non-compliance and ineffective work.
Mass protests is evidence that the Ukrainian Parliament, as the supreme legislative body, is not fulfilling its mission - representation of the interests of the Ukrainian people. Today party lists are mainly formed not by voters but by investors. And MPs, who passed through closed-lists, carry no responsibility.
Politicians reputational costs associated with the loss of trust and broken promises, are covered with access to financial resources, or relocation to new constituencies during elections. As a result, many deputies have repeatedly changed the county, party or faction. Now the people of Ukraine acts as the subject of sovereignty only as electorate, and not as a "shareholder" of its own country, because it has no ability to control their representatives in government. Autonomy of the authorities from the people creates tension in society and causes mood of protest. Voting in elections every five years is only the appearance of the people's participation in governance.
Lack of "entry" and "exit", emphasizes Mr. Kosterin, in feedback system leads to stagnation and the transformation of the Verkhovna Rada of Ukraine into political corporation, far from the needs of the people. Therefore, the country needs such "rules of the game" in which citizens would feel themselves masters. Voters should have a simple mechanism to recall deputies, mayors, the president in the event of their inefficiencies.
Throughout the world, the institute of parliamentarians recalling has different forms. In countries with developed party systems (Australia, Great Britain, Germany, Canada) there is an opportunity to recall the MP in the event of a breach of party discipline, corruption or unethical behavior. Many countries use disciplinary measures through a temporary deprivation of mandate. In the U.S., at the local level, there is common practice of recalling elected representatives and officials by filing a petition signed by a certain percentage of voters, followed by elections.
Ukraine should pay particular attention to the experience of the Swiss Confederation. In the cantons of Switzerland, it is possible to recall not only individual members, but at the same time the federal parliament and the government. Besides, the influx of new people into government promotes the development of local self-government. No wonder Switzerland is called the country of the referendums, where all important decisions for the state really have a collective character.
While introducing the system of the recall of deputies with automatic new elections, it is worth to take into account the social Internet technologies, demand for which in politics is constantly increasing. E-democracy is manifested in different forms - from filing international initiatives in the form of petitions (legalized practice in the U.S. Congress, the German Bundestag, and so on) or the elections in an online mode (as evidenced by the successful experience of Estonia).
The new state interactive portal should be created to display the personal monitoring of each parliamentary deputy and his voting, where MPs can make their proposals and initiatives to align with the voters. That would be kind of a dossier on each deputy.
This interactive service should have a function of the national online voting on bills and the ability to initiate a recall of the deputy, using electronic signature to identify the users. To make a recall it is proposed to take the number of people who voted for the election of the deputy as its starting point, plus one vote.
I am confident that the introduction of a mechanism of recall of the elected officials and the legalization of electronic voting will encourage parliamentarians and all the authorities to perform their functions more conscientiously.
